And she ends up asking him out instead?

“Talking to her would probably help,” Steve teased his best friend.
Bucky was standing at the railing, forearms pressed into it, one foot kicked over the other, looking at the team of people below, a flurry of activity as deadlines were approaching, as some had already passed, leaving a handful of people frazzled and literally pulling at their hair, but that wasn’t what… who held the super soldier’s attention. It was the one person that remained calm amidst the chaos.
You had become an intern at the Avengers compound – okay, you were Tony Stark’s intern – a year ago, and Bucky hadn’t been able to look away since. You weren’t like other women; you weren’t superficial, didn’t obsess about the way you looked or wear an obscene amount of makeup, you cared about your job, making Tony happy.
So why hadn’t Bucky said more than ten words to you in that time?

Okay, I don’t usually weigh in on fandom things, but something just occurred to me: The reason Cap and Tony can both be good people, but still be on different sides of the Sokovia Accords, is because they embody two different types of morality.
The Sokovia Accords seem like a Lawful Good idea, which Tony thinks should appeal to Cap. But, since Cap IS a Lawful Good type, he can’t sign them – because Steve Rogers is a man of his word. IF he signs the Accords, and then the “people with agendas” change, he’s going to feel obligated to keep his word and do what he promised, even if he knows it’s wrong.
And as he’s already given his word to the Avengers themselves to be a good leader, he can’t take an oath that might prevent him from doing that.
On the same vein, so long as he doesn’t sign the Accords, the responsibility for any problems/collateral damage remains on his own shoulders. He might make mistakes, but he can hold his head up knowing he did his best. Once he signs over control to someone else, he’s also signing over that responsibility – and his Lawful Good heart can’t conscience putting that on people who aren’t going to be down in the trenches with him.
So by not signing, Steve is protecting
His friends and comrades-at-arms
The people who he knows WILL fuck up at utilizing the Avengers, because they’re not Avengers themselves
The civilians who’ll be hurt by the mistakes of the people in #2
His own good conscience
Tony, however, is Chaotic Good. He is a very moral person – in the sense that he’s not going to deviate from what he thinks is right, no matter what. So Tony can sign the Accords with a clean conscience because right this moment, the Accords are doing The Right Thing™.
What Tony isn’t is a linear-thinker. His word is a two-way street: he’ll keep it, as long as those he gave it to act in the way they agreed to. The moment that changes he’s out, contract voided, have a nice life.
So no matter what he signs Tony is in no way beholden to the UN, or the American government, or ANYONE who gets in the way of his primary goal to protect people. If the Agenda People go off-side Tony’s fully capable of taking his toys and going to save the world HIS way – and you morons can thank him later. (Which is, in fact, exactly what happens.)
It’s a byproduct of being a genius (and a rich, white guy,) this absolute confidence in himself and his ability to make The Right Thing™ come to pass.
TL;DR: Steve wants to protect the people he cares about – and he literally cares about the entire world. But he knows that there are those who need to be protected, and those who people need to be protected FROM; and the second type are often in power. Thus he’s thought it all through, surrounded himself with people he can trust, made his stand – and is going to stick to it.
Steve Rogers is the rock. He’s the one who’ll say, “No, YOU move.”
Tony wants to protect the people he cares about – and he literally cares about the entire world. Thus, he’s willing to do whatever it takes, to try anything and everything and then go with whichever works the best. He’ll sign the Accords, or make Ultron, build better tech for people who don’t even know he has their measurements, or sacrifice his own life – WHATEVER. IT. TAKES.
Tony Stark is the river. He’s the one who’ll say, “Stay where you are – I’ll move around you.”
Rock and river. Both good men, doing their best to reach the same goal of saving people, each in his own way.
Winston Duke often wears a combination of a colored suit with a black print dress shirt and I love it. Like he dresses so well and takes risks that are fashionable.
